Numbers of other countries
The first thing to look at is the country code. If the number starts with +7,
then the call is most likely coming from a Russian number and even from the territory of the Russian Federation. Some numbers that start with +7 belong to Kazakhstan, but such calls are not recorded very often.
If you see a number that starts with something other than +7, then you are being called from another country. Here you need to immediately figure out who it could be. If you do not have relatives abroad, then you should not
pick up the phone. However, it happens that such a number is used by large resources. For example, you registered on some large website on the network, left your contact information there. Although the site is in
Russian, this does not mean that it is not legally registered somewhere in an offshore zone where the company has an office – such calls can be useful.
Once, about 5 years ago, I was registered on a resource that
was dedicated to computers and took an active part in discussions. I got a call from this site, from somewhere in the Baltics, and they said that I had won a contest.
I didn’t believe it until I went into my personal account. But this happens so rarely and if they really call you from another country and say that you have won something, then most likely it is a scam.
It’s up to you to decide whether or not to pick up a call from a number in another country. But most likely, such a call will not yield anything useful.
Moscow numbers
Very often they call from Moscow numbers. +7 (495) or +7 (499). Such calls can effective cold emailing: a beginner’s guide be useful and useless. Many organizations, even if they have a representative office in your city, can have a call center in Moscow and make calls from there. But this happens if you have registered somewhere and left your number.
Personally, I live in one of the regions of the country and almost always calls from Moscow numbers are spam.

No number
